Improvement Plan for Proper Measures at Changhua County Agricultural Land Soil Pollution Control Site -2022

Absrtact
The scope of execution for this project includes 50 plots, 71 land lots, covering an area of 11.324816 hectares. During the project execution period in the year 2022, three additional plots, three land lots, and 0.3612 hectares of agricultural land were newly incorporated into the announced management according to the instructions of the Environmental Protection Bureau. In the year 2023, five more plots, seven land lots, and 1.233321 hectares of agricultural land were added to the announced management based on the Environmental Protection Bureau's instructions. Therefore, the current actual execution scope of this project consists of 58 plots, 81 land lots, covering 12.919337 hectares. Among them, four plots, five land lots, and 0.8400 hectares have already undergone pollution improvement in the previous phase and require land fertility restoration in the current project. Thirteen plots, 17 land lots, and 2.983656 hectares require pollution improvement and land fertility restoration in the current project. Thirty-eight plots, 56 land lots, and 8.32106 hectares need detailed investigation, method assessment, pollution improvement, and land fertility restoration in the current project. Three plots, three land lots, and 0.774621 hectares cannot complete pollution improvement during the project execution period due to the need for access improvement and will only undergo detailed investigation and method assessment. The distribution of agricultural land in this project spans areas in Hemei Township (Daya, Dajia, Darong, Daxia, Jiachao, Jiaqing, Jiaan), Lukang Township (Yong'an, Zhenxing, Lusheng, Luli, Luya, Lufeng, Luming), Huatan Township (Beikou, Huanan), Changhua City (Ximenkou, Xishizi, Nanxing, Citong, Zhangxing, Xian Dong, Zhuanqiao), totaling 23 land sections. The summary of this project's work is as follows: A detailed investigation was conducted on a total area of 9.095681 hectares, involving 270 sampling points,810 sets of XRF screening data, and 40 sets of aqua regia total digestion analysis data. The completion area of pollution improvement operations is 11.236116 hectares, with a self-verification completion area of 11.236116 hectares and a supervised verification completion area of 11.304716 hectares. Land fertility restoration work covered an area of 12.076116 hectares. The quantity of soil removed from the polluted agricultural land amounted to 4,825.61 tons, with imported soil reaching 4,372 cubic meters. The disposal of polluted soil followed the Environmental Protection Agency's designated locations. Of the total, 444.95 tons were transported from the temporary storage area to Sunny Friend E nvironmental Technology Company, while the remaining polluted soil was treated on-site with imported soil until the pollution concentration met the general soil control standards. The actual quantity of imported soil amounted to 3,819.10 tons, with 8,076.72 tons transported from the temporary storage area to the Fuxing landfill. In efforts to enhance the activation and utilization of agricultural land, six solar facility observation sessions have been successfully conducted.
